課程概述

本課程之設計,旨在介紹健康政策原理的基本概念與方法。課程中將以一般政策分析的原理著手,並佐以健康政策的實例做解說。課程內容將以流程分析為架構,逐次探討政策問題的形成與感知、政策規劃、政策合法化、政策執行、及政策評估。透過文獻的閱讀、課堂的講解與討論,再加上分組進行政策分析的實作練習,希望能充實同學對健康相關政策的瞭解,並提昇政策分析的能力。

The object of this course is to introduce the basic concepts and methods in health policy analysis. By using the principle of public policy, this course employs practical examples to illustrate its application to health policy issues. The framework of this course covers the following policy stages: problem identification and agenda setting, policy formulation, policy adoption, policy implementation, and policy evaluation. The course consists of pre-class reading, lecture, discussion, and a group project practice. This course seeks to enhance students’ understanding of health policymaking and improve their abilities in policy analysis. 

課程目標
學生在修習完此課程後,應可以具備以下的能力:
1. 能確認台灣當前重要的健康政策議題
2. 能敘述政策制訂的重要概念及過程
3. 能運用政策模型與技術來分析一個健康政策或議題

Students should have the following abilities after completing this course:
1.Identify contemporary major health policy issues in Taiwan.
2.Describe the key concepts and processes of policy-making.
3.Utilizing policy models and skills to analyze a health policy or issue.
 
課程要求
同學應該在課前閱讀指定教材,並積極參與課堂討論。在學期中,同學必須完成3份作業,以及一份期末的政策說帖。此外,同學需要進行分組的口頭報告,分析某特定健康政策議題;報告應說明目標聽眾並展現充分的證據與說理,爭取聽眾對他們政策訴求的支持。報告30分鐘加上討論20分鐘,報告內容應符合政策分析的流程架構。

Student are required to read the assignment before class and participate in class discussion. Students have to complete 3 home works and a policy leaflet during the class. In the end of the class, students have to give a 30-minute group oral presentation followed by 20 minutes’ discussion on a specific health issue or policy in the class. The students should specify the target audience and include comprehensible evidence to support their argument. The presentation should follow the structure of policy-making process.

期末政策說帖 Health policy leaflet 
20% 
(1)題目:同學可自由選定,可以是小組專題題目、上課練習或外聘專家演講題目。 (2)頁數: 以一頁最多2面為限,可以圖表與文字搭配。 (3)內容: 應包含政策問題、相關論點與證據分析、解決方案與建議等,但可視題目重點不同而有不同的比重配置。 (1) Topic: based on individual’s preference to select a health policy or issue. (2) Pages required: 1-2 pages, description with pictures or tables is encouraged. (3) Contents: include the selected problem/issues, perspectives and evidence, solution and suggestion. The weighting of those parts can be adjusted by the student.

分組報告Group project oral presentation 
50% 
每一組報告時間50分鐘,原則安排如下: 1 報告30分鐘,包括政策背景與重要性、分析問題與範圍、證據呈現與正反論述、結論或建議。呈現方式可以自由發揮。 2 討論與回應20分鐘 ,可以一問一答或統問統答。 3 每一組自行安排主持人、一位或多位報告人等。4 每一組結束後由其他組同學給予評分。評分參考如下: 1問題、議題或目的界定清楚 (20%), 2證據與資料充分呈現、論述合理 (50%),3 具體結論與可行的建議 (20%), 4 整體表現的用心與印象 (10%) Format of the presentation as follows:(a)50 minutes for each team, 30 minutes for presentation and 20 minutes’ defense/reply. (b)The presentation should cover background and importance of the problem or policy, questions to be answered and scope of the analysis, itemized evidence to support their argument including positive versus negative and objective versus subjective evidence, and conclusion and policy recommendations. (c) a host from team should be arranged. (d) the score will be rated by the remaining students in the class. Rating is based on the following criteria: (a) issues analysis and definition (20%), (b) sufficient evidence and logical reasoning and explanation (50%), (c) conclusion and feasible suggestion (20%), (d) overall impression of the presentation (10%)
